With the rise to prominence of the Victorian bloodline, Queen Victoria is dubbed the "Grand Mother of Europe". To protect the interests of her household and descendants, the Order is formed. With the singular goal of protecting the bloodline and its ascendancy, the Order is prone to rash decisions and zealotry with its own ranks. As the decades pass, and the work of the order and it's consequences play out, the Empire's borders slowly start to recede. From the Wars for Freedom in South African to the handing back of Hongkong, the meddling of this clandestine group and their objectives spelled the end of an Empire.

The Order is faced with its dissolution, and an audience is arranged with the Queen to inform her. The Queen is disturbed by being informed of the existence of The Order, and as they explain its existence and exploits it is slowly revealed it has been at the center of many of the controversies that brought the Empire to an end.

Angry at this revelation, she proceeds to attempt to hold the order accountable, only to come face to face with The Order's greatest skill, culpable deniability.
